Law on fees for the use of public goods

The Law on Fees for the Use of Public Goods, which applies from January 1, 2019.

This law regulates fees for the use of public goods, namely: payer, basis, amount, method of determination and payment, allocation of income from the fee, as well as other issues of importance for the determination and payment of fees for the use of public goods.

Instead of the previous 500 different levies scattered in dozens of regulations - in the future, all fees will be unified in one place. And what is most important, the law stipulates who and exactly how much pays for the use of natural resources, goods of general interest and goods in general use.

Local governments, or some other state bodies, will no longer be able to arbitrarily determine the amount of fees and increase them when they run out of money in the budget. Apart from the precise propositions determining the method of calculation and payment, the new legal solution leaves no room for speculation to whom the money from the compensation goes and in what percentage.

This contributes to improving the transparency of the public revenue system, ensuring the predictability of business costs for the economy and the optimal use of public assets - say the Ministry of Finance.

Fees for environmental protection are:

  • fee for using the fishing area,
  • fee for using the protected area,
  • fee for collecting, using and trading species of wild flora, fauna and mushrooms,
  • fees for environmental pollution,
  • fee for protection and improvement of the environment,
  • compensation for products that become special waste streams after use,
  • fee for packaging or a packaged product that becomes packaging waste after use,
  • fee for water pollution.
