The environmental impact assessment of a project is a preventative measure of environmental protection based on: designing a study, conducting consultations with public participation, analyzing alternative solutions, identifying and proposing measures to prevent, reduce or remedy adverse impacts.
The subject of impact assessment is planning projects that are implemented, technology changes, reconstructions, capacity expansion, shutdowns and removal of projects that can have a significant environmental impact. "The project developer cannot access the project without the impact assessment process and the approval of the competent authority for the impact assessment study." (Article 5 of the Law on Environmental Impact Assessment, "The Official Gazette RS" No. 135/04, 36/09)
In addition to these, the subject of the Impact Assessment is projects that were implemented without the development of an Impact Assessment Study and do not have the approval for construction or use for which the Environmental Impact Assessment Study is being conducted.
The impact assessment process is carried out in accordance with the Law on Environmental Impact Assessment (The Official Gazette of RS Nos. 135/04 and 36/09) and the accompanying by-laws.
It is a procedure that consists of the following stages:
- Deciding on the need for environmental impact assessment of the project - a request is made and submitted to the competent authority to decide on the need for impact assessment.
- Determination of the scope and content of the Environmental Impact Assessment Study - a request is made and submitted to the competent authority to determine the scope and content of the Impact Assessment Study.
- Deciding on the approval of the Environmental Impact Assessment Study - an Environmental Impact Assessment Study is prepared and the application for approval is made.
The aim of the environmental impact assessment procedure is to evaluate, on the basis of project characteristics (facility, activity, technology) and site conditions, the possible negative environmental impacts, to plan, design and implement conservation measures to make the project environmentally sustainable and the impacts were reduced to acceptability limits as well.
